That first digit is either a C = 1938, or a G = 1941, made by Westfield-Columbia. Also looks to be a tall frame, which Mead tended to sell more of than other companies. Check out Mr. Columbia's site, he could probably tell you how rare that frame is. I sure don't recall seeing any! The chainring isn't original, and those rims look very shiny for OG. But it's an awesome bike, makes me wish I had bike money!! Value I don't know, but a shot in the dark guesstimate would be 4 or 500. -Adam
