That headbadge is certainly from the period that Big Ape suggests, but it's tough to narrow down further with the info provided.
Just so you know, it's best to photograph a bike straight-on, from the drive (or right-hand) side. Your blurry, one-quarter shot from behind manages to obscure just about every identifying feature that helpful eyes might find useful. Having the serial number revealed never hurts...but doesn't always help. Some manufacturers were better bookkeepers than others.
