monark super cruiser fender attachment

i have a mono spring fork on my super cruiser, how do i attach the front fender to the fork.? this is a picture of the bottom of my steering tube and i dont see anyway to attach the fender

i thought about that but there is a bolt that goes through that sleeve.i also that about welding a tab of=ver that hole and drilling a hole through that. any other ideals.

This is what mine looks like. The screw is actually broken off in the center (broke when removing fender). The center parts is on a pivot and it moves with the fender to allow for flex/movement when mounted/mounting.

you could weld a nut to that inner cross tube.

Bend up a U shaped bracket that you can drop down the steertube and straddle that crosspiece. Once you have the ends out you can bend them 'up' to become fender mount tabs and it wont go anywhere.
