Monark??

I bought this frame along with another frame which I was able to identify but this one seems more elusive, They are both 24" inchers, I think it's a Monark but I can be wrong, Any help is appreciated.

Here's my second frame. 1960 Schwinn Tornado Double straight bar.

Looks like it could be a Monark built JC Higgins. It should have an ID tag riveted to the BB, or two holes where the rivets were. -Adam
