Picked this up for the bendix wheel set that was on it. From far away I thought huffy built Monark, but upon closer inspection looks European, like a Ross. Thoughts?

Not European. Cheap usa. the middle downtube brace looks vaguely familiar. Huffy used twin tubes on lots of models. Well, so did other makers.
 
Definitely a Ross, made by Chain bike Corp. The riveted joint on the BB, fork crown cap, and chain guard are all Ross. The serial number will start with an "R" then the next two digits are the last two of the year, R65 would be a 1965 bike.
