Need frame ID

Trying to find out who made this frame someone told me it was an Electra Its stamped tribal I think it's a old Ruff Cycles any ideas

Looks like an Electra Rally Sport to me with the lowered seat stays. Cool bikes! Are you planning to build something fun with it?

Quick Edit: Looks like the later Rally Sport with lowered seat stays. The early RS had straight seat stays that butted up with the top tube if I'm remembering correctly.

It's a 2003 Electra Tribal model, based on *G03 serial number. Rare model! Here's a picture of one I had, and have since sold.

I can't recall, I sold it 8 years ago or so.
