Newbie Chainring Question

Hey! Simple newbie question...
Does this part un-screw... The "Outside race"?:

I tried to remove it with "channel locks"...No luck...Thought I ought to ask... :?:

There are usually flat spots for a big wrench, like 1 3/8", I use a b.a. adjustable. I don't see them in the picture, a pipe wrench will work in a pinch. Threads opposite direction of other side. Forget which is which just this second.
