I was working my garage today trying to get everything ready for winter, I had a few bikes tucked back in the corner that I decided to get rid of. So I started breaking them down for their good parts and this was between the frame and rear derailleur of a probably early 90s huffy mountain bike. Of the 100s of bikes that has went thru my back yard I have never seen one of these before.
 
my suspicion is that it is a early replacable deraileur hanger, made necessary by constantly bending hangers welded to the frame.

That was my first thought. I have had something similar to that on a mountain bike that the deraileur hanger was broken on. Kind of a generic replacement part.
 
The way it was on there I don't think it was a derailleur hanger and its to early of a bike to be for a disk brake. I'm thinking it was a frame stiffener too since it mounted right next to the original drop out , Going to keep it and put it with my old oem and odd ball parts collection.
