If you are creative, you can set the adjustment on a threadless stem without a star nut or top cap. I suppose you might be able to thread the cable through the top cap wtih the bolt removed. Good Luck!

Looks awesome but personally I'd put the truss rods back on and bob the rear fender an inch after the first brace there in the 11 o clock position.
