This bike path circles the upper part of Pearl Harbor and a lot of people used to commute to work and back, or would lock up their bikes and take the bus the rest of the way to work. Then it became overrun by homeless because the police had no jurisdiction and the Navy, who owns the property, didn't have the manpower to patrol the 12 miles of path. The homeless' dogs were biting people and many were afraid to go near the homeless, camped right along the path. Junk and trash is piled up all along the bike path.
So, after a few years of this, the Navy agreed to let the local cops patrol the path. The city is again chasing off the homeless to another area. There is still no real solution offered up.
The bike path is going to be cleaned up and improved. I'll take a ride when it opens in September and post up some pics.
