Looks like a prewar hawthorne zep frame to me but not sure

Looks like a Colson "rainbow frame" to me. Zep frames were built by Snyder, and had far different geometry. The white Murray-built Mercury badged bike has similar ends (technically not drop-outs) in that they have the dropstand boss, but if you look closely, they're different from the Colson ends. I'd like to remind everyone that Hwthorne was a badge used on Montgomery-Wards bicycles; it was a brand of bicycle, but the frames came from a number of different builders.

Yeah i know about hawthorne being only a badge. Mine is snyder built.

Yup Colson , here's one of mine I sold recently.
If the serial is under the BB, scrape it for verification, no one will notice.

Yah just take a hammer and chisel to it 
Rear fork ends def aren't colson, notice the point at the top on this Colson frame:
Very tough to say from the small pic (the pic gives the illusion of a double top tube as well), but I'm guessing CWC Cleveland Welding.

I still think you should scrape or wire brush the area where the serial is and then touch it up with some gloss black.
So, what are your plans for it?
You can mask off the serial number and use MEK to remove the powdercoat neatly with Q tips. Then touch up paint the bare area
I've had to do that with a few motorcycles i've bought in the past
Just do it in a well ventilated area
