I think the peddle part is just to get the motor started.
In my teenage years in the early 80ties these Mopeds (or "Töffli" as we would call them back in Switzerland) were extremely popular, especially Sachs and Puch. Every youngster would have wanted one (I was happy already then with my bike) to be part of the cool gang. It was (and obviously still is) also very common to tune them up to speeds sometimes reaching more than 100 km/h).
The peddle part became important on several occasions: the obvious ones as starting it or pealing it to the next gas station when out of gas, but also when going uphill (as I said it's Switzerland and it has hills and mountains!)
I will follow this one closely...!
 
I found a better looking headlight in my box of lights. This was the only actual motorcycle light with the side mounts that I had.
