Hi, I caught this one over on the CABE, The bike is from late 1946 to 1948. It is Cleveland Welding produced and has two features that separate it from prewar models. The first is the lack of dropout ears for a drop stand; CWC kept the ears through 1942 (with only a couple of exceptions) and deleted them in late 1945 when production resumed. This bike has what is known as the 3-Gill frame and the first postwar 3_Gills have a different, more shallow curved down tube, at the end of 1946 the shape of the tube was revised to the curve of this frame. The serial number for this bike (posted on the CABE) is appropriate for late 1946, early 1947, unless it is followed by the Cw symbol which would make the date approximately two years newer.
The bike looks all original and correct except for the seat which is prewar and probably from about 36-39.
