President lugged cruiser frame and fork??

not sure who makes it but it has a threaded bottom bracket and i think takes a skinny 26inch road wheel. any info would rock. it is very similar to some Hurcules frames ive seen. and it has a cool headbadge

These were Europe's answer to America's middleweights. They were sold under a bunch of different badges, but Pres. is one of the more common ones, along with Royce Union, Parkliegh, Black Knight, etc. -Adam
