You sure it's pre-war? I'm no expert by any means, but just going by the look of the springer, it's the same as my '49 Roadmaster has, and also that's a straight-bar frame, which if I recall Phil (RMS37) right, didn't come out until '47. Neat bike regardless, especially if you like rust!

It the rear dropouts that tell me it is a prewar.
 
Cleveland Welding did not introduce forward facing drops until 1954. The frame you have is from 1948-1949, if you post the serial number (with the complete Cw suffix) I could pin it down a bit closer. The rear drop-inch pitch vs. front drop-1/2" pitch rule of thumb doesn't work for many bikes and especially CWC, they used some (very little) 1/2" pitch prewar and mostly 1" pitch after the war till 1954.
