Westfield-built? I think that chainring was common on their bikes in the '20s & early '30s. Can we get a better look at the rear hub? It's curious that the hubs both remain but the rest of the wheel is gone. Makes me consider that they may have been wooden rimmed. Saddle looks like a Lobdell, based on the shape, but I could be wrong about that.
Unable to provide you a value, but older is usually better--and that one is old. Too bad about the missing original rims. How are you at lacing your own? It would make a cool project and be easier to put back on the road than you may think.
