Protecting/painting inside of rims?

I have a few old rims that have some rust in them. I guess I'm going to have to soak them a little section at a time in oxilac acid. (Unless someone has a better method for the inside of rims?) once cleaned up, I was thinking of taping off the chrome edge, plugging up the spoke holes, and shooting it with Rustoleum primer. Is this good protection from future rust? Or does someone have a better suggestion?
 
as far as soaking the rim, they make a plastic container for storing Christmas wreaths that fits a rim perfect!
 
Painting the steel wheels, all surfaces, was on the regular maintenance schedule for Mercedes cars as late as the 1970s. They know a little bit about making and maintaining reliable vehicles.
