... without damaging fenders?

My impulse go-to is mallet and flathead screwdriver.

Any suggestions? Thanks!
 
Drilling them out is about the safest/easiest way. But you could also use one of those drill motor grinding wheels or any grinder, just gotta be more careful. Dremel tools work real good for stuff like this, but I don't have one so I use the other methods.

That sounds like a plan! I've got a drill and some grind-stone bits that may work.
 
I work in an aircraft factory and I see rivets removed everyday. Start with a 1/8" bit and drill a pilot hole in the center of the rivet from tge underside of the fender. Then switch to a 1/4" bit and SLOWLY drill the rivet until you get to the fender brace. The head of the rivet should tap out through the fender with no damage to the fender or the brace. Hope that helps.
