raleigh what i blieve o eb afolder anyone know year or value?

I got a response from my ad on this lil guy here and the lady said make an offer so I need to know what yall think would be a fair offer.
I also have to drive about 45 minutes to an hour to pick it up.
it is a Raleigh but in need of a lot of work.
looks very rough to me but I don't want to rip the lady off so I need to check and see what a bike like this in this condition may be worth.
also he year would be appreciated on it.
I do not know if anything works but judging by it's condition I would say probably not. assuming tires do not air up and all bearings and joints are rusted together and it is obviously missing a few parts.
any info mainly on a decent offer for me to make would be appreciated

I wil most definitely keep you in mind if I do get it and part it out I am still kinda unsure about it it is missing some key parts I cannot find from what i researched

It's probably an RSW16. 16 inch wheels. A Raleigh but in need of just about everything. No chain guard, shifter and cable gone too. Fender in front is in bad shape. The white is painted over most everything so it may have stopped some rust. The year may be found on the 3 speed hub, if it's a 3 speed Sturmey Archer as it should be. The hub shell will have a 2 digit year and a 2 digit month on it in small digits. 11 71 would be Nov of 1971. As for value, not much as it needs everything. Not worth an hour drive, but offer 20 bucks if you really want it.

Yup you are spot on wildcat!!!! I did some googling of Raleigh folders and found the rx16 to be an exact match not really my thing so I'll pass on it

Passing on this one it is not worth it to me to drive an hour and burn 30 dollars in fuel even if I could get for free which was mentioned if I end up with it I will part it and scrap the frame otherwise gonna pass thanks guys for the help
