He's probably trying to make his bike look less desirable.

My mom gave me 3 rolls of that duct tape for Christmas, so far I used it to patch the intake hose on our minivan... how embarrassing. haha I like the checkerboard duct tape much better, and the digital camo.

Do not think any one who would steal a bike would then be responsible enough to wear a helmet when riding.
Probably just got bored with the old bike and decided to go artsy with it.

I have seen tape in my local art supply store with different patterns on it but it was in very short rolls. I think only 20 feet or so.
