Removed Handlebars and...

Now the Allen Screw in the tube won't catch anything to tighten back up? I've never had this happen! I can see a washer like thing towards the bottom of the steer tube but it shouldn't be loose right?

Sounds like you unscrewed it too far and the wedge that jams the neck to the fork dropped off. Take off your fork and turn it upside down and the wedge should fall out. You don't have to loosen the neck bolt very far to get the neck out of the fork. Loosen the bolt until it sticks up 1/2" or so then give it a tap. That should free the wedge without it dropping off.
