I have noticed on a couple sites, people having trouble with brake pads.
Here's my surefire way to install new, and clean old pads so they grab.
Clean, clean all rim surfaces, sidewalls most importantly, any nasties on the rim will somehow find there way to the brake pads!
I even sand the sidewalls on old rims, try to remove grooves and, dirt.
File or sand the pad face, do this without rounding the pad contact area.
Adjust the pads so they are slightly angled out, so
they pull themselves in flat when used.
