The information I have found on the Romanian DHS doesn't seem to date before 1996. The Araya rims look to be the original Westwood style rims. I have found some bikes of Indian origin that have similiar frame geometery.
 
Well... im stumped... I looked and looked for information but found zilch....
 
I figured it out!!!

After many many hours of crawling the web, sending a ton of emails, making phone calls, talking to the NBHAA and a few other experts in the field, I have come to the conclusion that what you have on your hands there..............
