Does anyone have any info about this rollfast frame. The top twin tube arrangement is what drew me to this bike to begin with. Is it a unique to rollfast? Are there any advantages? Is it as cool as I think it is? Any and all imput would be swell.

A few companies did the same over the years. (I've had a few raleigh 20" frames that where the same-easy to mount a stick shift too)
my personal feeling is, the larger dia. single tube is stronger, and the reasoning behind more bikes having the single top tube.
I am however just speculating.

I'd be guessing thats a 50/60's bike and not a 60/70's bike. :)

The Snyder co. built all Rollfasts, it was their house brand. They brought out that frame in 1958, and I believe used it until they closed down for good in 1976. I know a lot of their 20" Skoots used that style frame. I have a late 60s or early 70s Rollfast:

And a slightly older Ward's Hawthorne with a variation of that frame:

I have this one

it's a Mead Ranger but almost identical to the RollFasts of the same era. Probably early 60's.
Also a friend was looking at a Starliner frame and it had the same twin top tube. Not rare, but a good look!
