This does look fairly complete though the seat may be a replacement. Also has it been repainted? The chainguard looks shiny, but the tank looks original paint.

I agree it all depends on what local demographic is. my 1958 Hornet was $250 when I got it, but it was missing the tank,rear rack, head light, grips, seat, pedals, tires. So you have to weigh your options I ended up spending an extra $220 bucks looking for the parts I was missing and a few of mine are repos parts. so $450 to $500 is a good price for one thats all original.
