The point, I believe, was that back in the day...this was all that was available. Chains were not made with "slots" like they are now. The wider slots in the chains necessitated a sprocket that would match.
 
Original chain was block chain, which is blocks of metal linked by flat pieces of metal. The wide spacing was necessary for the blocks to ride in, as they had to be long enough to be drilled at both ends to be linked together. The skiptooth chain was the next progression from block chain, in that it incorporated rollers and links. Look at a skiptooth chain and imagine the short links as blocks of steel, and the long links as the flat steel holding the blocks together.
