I think I tapped it in an inch too far. I don't see any way of pulling it back out. Anyone done that?
If I understand what has happened, the tapered stem retaining nut is at the bottom of the fork tube. Just loosening the stem bolt, there is no room for the nut to go lower? Because if this is the case, you need to move the fork away from the stem. Easy way could be with a helper. With the stem bolt loose, have the helper hold the bike in the air with the handle bars. With a rubber mallet, hit the main frame, near the head tube down.

Without a helper, maybe position the handle bars on 2 chair backs to keep the front in the air. Then knock the frame down.

The thing is called a star nut. I installed it further down in than needed. So the extension bolt won't thread in. I looked it up on youtube and again found the answer. I need to hammer the star nut down further so it drops out the bottom of the fork and install a new one at the right depth.

1/2” to 1” deep is typical application dependent
 
I decided to use the matching rim on the front afterall. It looks much better and has better chrome, like a Worksman rim. I was going to relace the front hub into it, but first tried to narrow the width by putting on thinner locknuts on the cones. One nut didn't want to come loose so I swapped axles. Both wheels had the same number of loose bearings on each side, 9. The cog wouldn't break free even with the big solid rod and hammer. So it stayed on, no harm with it there. Then it went right in the fork with just a little prying.

I also think the bars are still too low and might give a set of apes a look.
