I got this off of craigslist. It has a large collet nut at the top of the seatpost, skiptooth bike. This bike is very rough, could not leave it behind. It was being stored outside. I was able to disassemble it this weekend. The rims are straight sided, not hook beads. New departure D rear hub.

I'm thinking that frame is called a "ZEP", but not positive. Gary

Thanks all for your comments. A little more research about the collet nut seat post binder means that it was built in 1936.
