Why not go the whole hog and get the 'large' displacement 4 stoke model and properly license the thing; it looks like a way cool ride and conversation piece.

That's totally what I'm looking at; i want the 200cc fourstroke with the expanded frame and fake honda engine. I reckon I'll get a title from some long-dead obscure Jap bike, and pass the Worksman off as that once I get all the papers done at DMV. Cops don't know what a suzuki re5 is, do they?

Most arent 'quite' as ignorant as you may think, but give a pass on ya if you dont seem to be a menace. Maybe try to find a title for a 125 thru 250cc Jap four stoke bike; they are plentiful and it is a little more plausible that your bike would be based on one.

Might work. I've heard of people swapping VINs on cars, I think a lot of original Mini Coopers were imported from Australia or England and used to "reshell" rusted US-market ones. Not entirely cricket, but tough to prove on a car like that. In this case, you're talking about something that is ultimately noticeably different than what the title says. At least here in NY, not only do you have to register the bike, you also have to pass a state inspection. The inspection station might be tougher to fool. OTOH, I'm not sure if 50cc or smaller scooters/mopeds are required to though, I don't think my niece had to have her scooter inspected...
