I have had 2 stuck so bad they wrung off twisting on them. I chiseled and chipped at them till they were down below the clamp. Put another seat post on top of my broken one and clamped tight. I inserted it first before clamping to measure the correct height and cut the new post to correct height. No adjustment but it worked. Tried everything on that old post like heating beating etc,

Start spraying it down with WD-40 or Rust Buster then put a pipe wrench on it. It will get marred up a bit from the wrench teeth but take it easy and clean it up after with some 180 grit sand paper.
