What part exactly is it that is stuck?

If it is the lock nut on the non drive side, a long handled adjustable wrench and some force has never failed me. I hold the crank in place with my foot or leg and give the cone all I have - again, hasn't failed me yet. You might want to wear some gloves though... slipping off has busted a few of my knuckles up! Once that comes off, the cone is a breeze. I have never had one of those stuck, ever. If the crank as you say truly doesn't move at all: if you don't care to save it, and you need it to move, brute force + sludge hammer against the crank arms should break it free.

Pictures would be worth a thousand words...
