Why do I see a weirdly large amount of beat up, vintage Cannondale road bikes with colored electrical tape on them, especially around the stem and headtube area? I don't see this really with any other bike, just vintage Cannondale road bikes.

Thats news to me, and I see a LOT of older Cannondales in FL. What I would like to see more closely is that Raleigh International behind it. Ooooh baby...
 
They had little plastic brake cable holders on the top tube that are always broken when you find them. They had little pins that went into holes in the frame. Maybe that's what the tape is covering up.

I did that once. Also with the missing downtube shifter boss holes.

I thought you were referring to tape on the handlebar stem. Otherwise, you are both right. The early C'dales had the plastic cable guides (mostly on the top tube) would invariably break. The replacements (if you could find them) were expensive and problematic to install......
