Taihei kogyo is a Japanese company that produced bicycle seats and seat posts. Judging by its hairpin style I'd say it probably came on a 50's Japanese roadster type bike similar to this one http://www.flyingpigeonproject.org/2010/01/vintage-japanese-bicycles-magnet-restoration.html This design of saddle is still being produced.
