My guess is that angle might be called the stem pinch bolt is loose and the bars rotated up when bike was picked up. That or a previous owner preferred riding with the thumbs up grip style.

July 4th comes early:

Tried to salvage a 32 y.o. Carlisle Whitewall front tire that sat flat outdoors for the last several years. The rear is still holding up well.

Rode the bike about 10 feet and the tube exploded with epic report!:

My only option now is a similar treaded Cheng Shin, that matches the rear tire in its condition.

Back before ape hangers were easy to find everyone at the beach used to ride with our bars like that. Lets you sit more straight up.

It's true; running beach cruiser bars at an absurd angle is the poor man's version of apes...
