Thinking about a Elgin 2-Bar "Mongrel"

I found a frame on ebay which is listing for $275 at the moment, which is expensive to me. Still, I may try to win it. Am I crazy? Should I get somebody here to make me one instead? Should I buy a welding torch and some tubing instead?
