I bought this bike today, because it has a weird frame.
Cr-Mo frame, Shimano Altus components, Sugino Grande 100 crankset



 
Haro made some odd mtbs too with downbent top tubes.

Probably it's a Cannondale made for the rangers, like those made for police !?!?

The BCA I know was the Bicycle Corporation of America. Located in Bethelem PA, they produced entry level bicycles under the BCA, Forest Ranger and General brands. They also contract manufactured other brands such as Maxxam. I've seen early 1990's ATBs and hybrids. This is the first raod model I've seen. It looks early to mid-1980s.

The bikes suffered greatly from piss poor finish quality (the fasteners you mentioned, as well as
some pretty ugly welding jobs and fragile (ugly) paint) ... technically there were only a couple
things wrong with them beyond a tendency to spec the bottom of the line components in some little
noticed areas (Bottom bracket/ Front hub/headset). Most were built with generic 4130 tube sets, and
Rigida rims.

They were over priced for the quality level they showed. You often needed an impact gun to remove
the Bottom Brackets (many of which were crap from day one, and the wheels needed to be basically
rebuilt out of the box due to problems with the wheel building machines.

In 1992 Canada imposed a 30% duty on all bikes coming from Taiwan because of dumping by some of the
big builders. (You could by the same bike in Canadian and US dollars at an almost 1 to 1 ratio.)
Because of this a couple of Canadian companies went to BCA for bikes Maxxam was one such company...
they ended up getting toasted, the bikes were simply too ugly to retail well.
