Vintage Raleigh and pre-war Simplex

Did some repairs on this vintage Raleigh and traded a pre-war Simplex for a pair of grips and a headlight, sweet deal!

What's the brand on the lock? I've been looking for one here,but can't find any 'ring locks' and set of hand cuffs won't give me the look I'm after.
