Not really sure, but looks typical 70s to me
It is a lugged frame.
I googled it but all I can seem to find is girls bikes and 10 speeds
From the Mr. Columbia web page:
"Vista was a brand started by a group of bicycle dealers in the 1960's. The early bikes were made by Columbia. Later, Vista's were made in Japan."
I think you have an Japan made bike, because the American made frames were all probably the standard non lugged style. The Vistas I've seen are Columbia frames, same dropouts and everything.
