Neighbor decided to get rid of this, I asked him how much- he said free. It was stored in his garage all this time, tires are in great condition. Everything is solid and sealed, nothing wobbles.
I love the rake of the front fork.

I have no idea what I have here,
year?
Rarity?
What are those horizontal metal straps by the back wheel, were they for training wheels?

Well the metal straps on the back are for training wheels to prevent them from spinning on the axle shaft, As far as a year of manufacture I don't know, as far as rarity, not really that rare, unusual but not rare. It is in good shape for the age with the exception of the pedals and rear fender. I'd say clean it up and keep it or sell it and make a good profit. I have seen similar ones go for $50-$75 so it should be priced somewhere in there so it's not bad for free, definitely worth investing a few buck into it.
 
Here is a Western Flyer I built for the Lady Bike Build off. Replaced everything. Looks like yours is older than mine.
