Looks pretty close to several of the bikes here.
Once you open the link it shows several other custom low rider frames.

After about an hour of well wasted time scrolling that sight it looks like it could have been built by "The Cruiser Shop" if not they may be able to tell you who did. Either way they can get you the parts to build it it looks like.
