looks like it's been spray painted, so there's nothing to i.d. it.

There's a serial number of 137969 stamped upside down on the right rear dropout right over the wheel nut.

any ideas?

No idea. Can you take the cover off the seat? That might give a clue.

just cut it off...

underneath is a shredded generic aftermarket seat.

the sprocket is pretty cheap looking,

and the welds look like bird poop....

That and the other blue ladies one that you posted are late 80's to mid 90's Trailmate bicycles made in Bradenton Fl. Some times also go by the name Desoto. The frames were built low because they were and still are mainly used for rental bikes, they fit a wide range of people. Not worth much at all but good for parts or a fun project.
