What is this called?

Is there a name for this part? I've seen it on many bikes and it looks really cool. I know that most people make their own, but I was just wondering if there was actually a name for it.

I believe it's generally called a tank plate, as in a plate in place of where a tank could go.

Was hoping I could find a printable template for a Huffy Cranbrook online, but I can't seem to. Oh well, if I make a template I'll pass it around myself.
