"Tire Savers"
These were generally used only on sew-up tires.
 
They mounted on the down tube and were used to hold the front wheel as you leaned your bike against something, instead of a kickstand (too much weight).
 
No it is not a parking brake it is a Tire Saver. These are meant to be mounted on nutted caliper brakes. One on the rear and one on the front. Both facing forward, The rear between the brake bridge and the seat tube and the front under the fork crown. Yes they did work well but the tires need to be of a very light tread pattern.

Yup, tire savers. Mounted as mentioned above they would rub bits of glass and debris off the tires before they worked their way through and caused a puncture. They were perfect for those who didn't want to continuously reach down and clean the glass off with bare fingers. Got a pair somewhere...

I remember these on my brothers road bike from the '70's. And it definitely had glue on (sew-up) tires. I'm goin' with "tire savers".

I also remember cleaning off tires with a bare hand on my own '70's road bike.
 
Hey your boss had them on his Paramount 35 years ago.. They saved his bacon often as I remember .....

I guess ya could put them anywere just so they skim the tire on the way buy.

I wouldn' put them on my bike. .... I used the glove to the tie meathod when ness. lol didn't want the weight & they wern't Titanium so oh well lol.

I had both a Flikstand and tiresavers on a couple different bikes in the 80s.
