What to do with her ?

I got her with a lot of other bikes, Made in England, Monark badge, factory matched rack on the back, tire are completely dry rotted, various scratches so not perfect, but don't know if I should strip it, and repaint or just clean it relube and new tires.

just add tires. looks good as is it would be a good flipper IMO

I've been contemplating startin to do some flipping or restorations like the western flyer I'm redoin, I just don't know what they would fetch in this area.
