Actually saw one like that on ebay, and the guy mentioned the only thing wrong was the fender rubber the frame.

Guys, Guys, Guys...... that's the new Huffy Circle Track Bike "Speedway" edition.
The forks are built that way, the shorter wheelbase helps get the rider get out of the corners quicker!!! :roll:

at first i thought the front rim was bent, it looked too tall, something was definately wrong.
