Wide Apehangers?

I have 2 questions for handlebars. My first is when vendors provide measurements for the widths is that measurement to the outside where the grips are? The 2nd is for vendors that sell these type of wider bars? I have looked but all I have seen look to be narrower.Thanks

Dont forget clamping area diameter too.That will be inportant,depending on what stem you use.Where do you want them wide? At the bottom,before the rise,at the ends,or both? Generally they list rise and width at the ends.
