Will an inch make that much of a difference?

I have a replacement crank for a 20" bike. The arm is 1 inch longer than the original. Do you think it will make that much of a difference? I don't want my son to get hurt or biff the paint, but I haven't been able to find the right crank either.
 
They might scrape the ground when leaning into a turn. I rebuilt an AMF Renegade awhile back, it was hard to pedal with those short cranks, but any longer would have been a problem when they hit the ground while turning.

Picture of the original and length? I have a handful of 20" cranks and you can have one for shipping if I've got a match. I think an inch will turn a 20 into a pedal scraper--pretty big difference on a little bike.
