You're using a quill stem, so I'm guessing you are putting this spacer towards the bottom of the steer tube to keep from interfering with the insertion depth of the quill.
I think about this because when I lengthened my first fork steer tube (by a few feet, for a tall bike) I didn't think about this and had the sleeve all the way up into the threaded top, I went to put in the stem and OOPS! Now when shortening/lengthening a steer tube I always leave plenty of room for the stem.
