Yep, you could strip all of that extra junk off of it, change the bars, stem, saddle, tires and wheels and make a pretty nice klunker right there!

That's quite the bike...
Most were like this, with no front fender brace. Some, fewer, were more conventional having the expected front brace.

Like many older bikes, there is a screw holding the fender to the underside of the fork crown. A big problem as water gets in the steerer tube but can't drain out the bottom so everything rusts up bad.
Other Elgins have front fenders that fit over the crown and are held with 2 screws that go into the top of the crown. YIKES, drilling holes in the highest stress point of the fork? Mabye that's where the Lambert engineers learned how to make forks.
