Has two shifter handles. One goes to the 3 speed and the other goes to the left side of the rear axle. What is the second cable for?
 
Possibly for the other gears ? Altho I can see a pic ?
 
It’s goes to a bell crank on the opposite side to where the 3 speed setup is.

That has a Sturmey Archer 5 speed internal hub. 3 speeds on one side and the other 2 speeds are shifted from the left side.
 
It's called a SA Twinshift

Your bike is a Mk2 frame and not the same as the Mk1 in the ad. Notice the difference in the seatstays/dropout. Most of the components should be similar, but I believe there are some other differences.
 
I believe there is one out there. Google around
 
The struggle was real back in the late 60's early 70's. I can see the designers smoking fat cigars while designing this one. "Lets put not one but two shifters that are really slung low in the center of a kids bike; so the kid has to take his attention off the road and look down to shift the gears." LOL I would rather temp life and look cool instead of what these so called wennie bikes are today. Love it awesome bike!!
 
I have a shutter for the 5 speed setup, but had a small part missing.
